A note from the business office:

Taxes increased significantly due to many reasons including the withdrawal of Mason, the start of kindergarten, the withdrawal from SAU63 and the new funding to bring our schools up to safety regulations as required by the state fire marshal. As a resident of New Ipswich myself, I share your concerns about the tax increase and assure you that the school district is seeking ways to make the tax impact as minimal as possible for next year.

In response to the recent conversation in the press regarding state building aid, I would like to re-state that our 53% building aid is still intact. And our preliminary application has already been approved by the state. We also have submitted the application for the Qualified School Construction Bond (QSCB - the 0% financing). The state of New Hampshire is well aware of our situation and need for this funding.

As you recall, the Somersworth District was granted the QSCB in 2009 however in recent months they have chosen another financing strategy. The change was due in part to three reasons: the 0% bond was to be sold with a small coupon (about 1.5%); the QSCB required Davis Bacon Act wages; and interest on other financing options had declined. The Mascenic school district and building committee are learning from Somersworth, reviewing the cost impact of the Davis Bacon Act and researching other financing opportunities that will best benefit the tax payers. At this point, we continue to aggressively pursue the QSCB.

Proposed Elementary School

In March of 2009 the people of Mascenic School District turned down presented by the Mascenic School Board for the construction of a new elementary school to address the life and safety concerns at the district elementary schools. Since that time, the State Department
of Education has closed portions of both Appleton Elementary and Central Elementary due to safety violations and has granted conditional approval for the remaining schools in the district: Greenville Elementary, Boynton Middle School and Mascenic High School. Portable classrooms have taken over the front lawn of Appleton Elementary to temporarily address these closures and costing the district $282,000.00.

A new elementary school housing Appleton, Central and Greenville students and identified renovations to Boynton and Mascenic High School has been proposed by the Mascenic School Board and Building Committee to permanently address the issues plaguing the district.

The Mascenic School District needs you to vote YES on the following:
  • Article I: allocates $16.5 million to construct a new elementary school.
  • Article II: allocates $7.5 million to repair Greenville, Boynton and the high school.
  • Article III: allows the purchase of 127 acres on which to build a new Elementary school.
Why vote in favor of these articles?
  • By approving articles 1-3 in September the district qualifies for 53% state aid which saves the district over 12.7 million dollars on the project
  • By approving articles 1-3 in September the district is eligible to apply for a 0% bond through ARRA funds that could save the district over 17.9 million dollars over the life of the loan.
  • Articles 1-3 are a permanent solution to the facility issues of the district, whereas the portables are a temporary fix.
  • The district already has the money to fund Article 3, they are just awaiting voter approval.
  • Renovating Appleton and Central will actually cost more money than articles 1-3 combined.

Fire marshals approved building use plan for 2009-2010 school year

Appleton Elementary

  • Eliminate 5 upstairs classrooms and principles office
  • Add 4 temporary classrooms with baths
  • Remove connection point between school and gym (tunnel)
  • Create a 2 hour rated wall between exterior gym wall and school replaces siding on rear and side wall
  • Remove temporary walls in gym
  • Return to a gym with one third of space partitioned off for lunch room for safety issues
  • Lunch room becomes classroom
  • Fourth grade classroom will become a teachers room work space etc
  • Rated wall at top of stairs blocking off remaining rooms
  • Continue use of women's bathroom
  • Install rated doors at first floor landing second floor landing and rear stair wells upgrade stairwell ratings and upgrade remaining fire doors
  • Upgrade fire detection in gym beam / smokes on stage area

This allows building use for 2009 /2010 school year only. June 2010 review of building use and building construction program. These are temporary fixes only and not code compliant. 2010 replace three old portables at Greenville Appleton and Central with code compliant portables with proper separations.

Central Elementary School

  • Rearrange café add room replace three windows with doors and stairs repair front steps to code compliant heights
